Arm does not go down onto record
That could be multiple adjustments. Go through the adjustments detailed in the above service manual.

Just got this Beogram 1600
No sound when playing , very odd has last owner said it was ok ?
How are you connecting it? Type of cable - DIN or RCAs? Phono Input on what component?
From the photo, it looks like it is missing the counterweight. That needs to be in place so the arm can be balanced....
