Just to be sure what you mean by always on you might need to clarify in what context it is used as it can be used for the following usecases: - Link room - amplifier for passive speakers - converter for Masterlink (ML) to Master Control Link (MCL) Next, how you can tell it is allways on? Is the green LED on the box allways  on?

i want to use it as power amplifire , nothing connecet ,when i connect powercord it turns on and i cant turn it off ,and when masterlink cable is connecet it is the same.

Not sure what could trigger this. Normal behaviour would be the green light showing shortly at power up and the changing to red (standby). Does your Beolink Passive have a button on the front next to the LED?

yes but nothing happens when i push it. when i connect 220v it is red fore a splitsekund can hear the relay cliking and turns green.

I just tested with a Passive Type 1657 SW1.4 (with the little switch).  With no connected cables (PL or ML), when powered up, the light comes on Red.  The switch has no effect, and the relay only makes a noise when I remove the power. Perhaps yours is faulty, or has been modified inside somehow to make it permanently 'on'.
